		<description>I have in front of me a map of the province of Chiriqui which is dotted by over 50 hydroelectric dams, proposed or under construction. This is sheer insanity!

As an anthropologist and Panamanian residing in the USA, I would like more information on the big picture prior to writing several articles on the issue.

Some Panamanian informants have been providing me with information, some of it very alarming. For example, that in the construction of one dam, a man was killed by an explosion, but the death was covered up by company officials saying it was the blood and tissue of a dog.

MC 56/08 – Comunidades Indígenas Ngöbe y otras, Panamá

El 18 de junio de 2009 la CIDH otorgó medidas cautelares a favor de los miembros de las comunidades indígenas del pueblo Ngöbe, asentadas a lo largo del Río Changuinola en la provincia de Bocas del Toro, Panamá. En la solicitud de medidas cautelares se alega que en mayo de 2007 se aprobó una concesión por 20 años en un área de 6.215 hectáreas dentro del bosque protegido Palo Seco a favor de una empresa para la construcción de represas hidroeléctricas en el curso del río Teribe-Changuinola. Añade que una de las represas autorizadas para construir es Chan-75, en construcción desde enero de 2008, y que inundaría el lugar donde se encuentran establecidas cuatro comunidades indígenas Ngöbes: Charco la Pava, Valle del Rey, Guayabal y Changuinola Arriba, con una población aproximada de 1.000 personas, y que otros 4.000 indígenas Ngöbes se verían asimismo afectados por su construcción. Alegan que las tierras afectadas por la represa forman parte de su territorio ancestral, utilizado para ejercer sus actividades tradicionales de caza y pesca. La Comisión Interamericana consideró que correspondía otorgar medidas cautelares con el fin de evitar daños irreparables al derecho de propiedad y la seguridad del pueblo indígena Ngöbe asentado en la provincia de Bocas del Toro. La CIDH solicitó al Estado de Panamá suspender las obras de construcción y demás actividades relacionadas con la concesión hasta tanto los órganos del sistema Interamericano de Derechos Humanos adopten una decisión definitiva sobre el asunto planteado en la Petición 286/08, en la cual se alega presuntas violaciones a los derechos consagrados en los artículos 5, 7, 8, 13, 19, 21, 23 y 25 de la Convención Americana sobre Derechos Humanos. Asimismo, la CIDH solicitó al Estado de Panamá adoptar las medidas necesarias para garantizar la libre circulación y la vida e integridad personal de los  miembros de la comunidad Ngöbe con el fin de evitar actos de violencia o medidas intimidatorias.
